With a population of just over 4,000, this tight-knit town sought to enhance its historic core to attract visitors, support local businesses, and foster community pride. In 2024, Deer Park partnered with Downtown Strategies, a division of Retail Strategies, to craft a vision for downtown revitalization. The goal was to create a vibrant, welcoming downtown that reflects the town’s charm and potential, setting the stage for economic growth and community engagement.

First Steps

The journey began with Downtown Strategies conducting an in-depth discovery phase. The team visited Deer Park to assess the downtown’s assets, review existing plans, and gather input from local stakeholders. A Strategic Visioning Workshop brought together merchants, property owners, city officials, and community volunteers to share ideas and priorities. Through walking tours and facilitated discussions, the team identified key opportunities, such as improving street aesthetics, enhancing sidewalk vibrancy, and fostering merchant collaboration. This phase laid the groundwork for a tailored 5-year Strategic Action Plan, designed to address Deer Park’s unique needs and aspirations.

Key needs identified during this phase included the importance of storefront activation, streamlined business onboarding, better code enforcement, and refreshed branding to reflect the town’s identity and momentum.

Beginning the Journey

The 5-year Strategic Action Plan was built around Downtown Strategies’ five pillars of revitalization: Market Analysis, Policy and Administration, Design, Tourism and Promotion, and Economic Vitality. The plan outlined actionable steps, categorized into short-term (Now), mid-term (1-3 years), and long-term (3-5 years) goals. Early priorities included downtown street striping, beautification projects, and the creation of a Merchant’s Association to unify local businesses. To kickstart the process, Downtown Strategies led a Project Mapping exercise, resulting in the “Downtown Beautification Blitz.” This initiative combined outreach, education, and hands-on projects to inspire merchants and residents to take ownership of downtown improvements.

Implementation

With the plan in place, Deer Park’s core team, supported by Downtown Strategies, hit the ground running. The Downtown Beautification Blitz became the centerpiece of early efforts. The team hosted educational sessions with merchants, emphasizing the importance of sidewalk vibrancy, property maintenance, and beautification. A Storefront Makeover Contest encouraged businesses to enhance their facades, with winners like Daisy Boots celebrated for their contributions. Maintenance and cleanup projects, such as street striping and landscaping, improved the downtown’s appearance. To gain inspiration, the Deer Park team visited Chewelah, Washington, a former Downtown Strategies partner, in November 2024. There, they observed successful property improvements and tourism initiatives, reinforcing the importance of sustained effort in Year 2 of revitalization. Downtown Strategies provided ongoing support through virtual technical assistance, helping the core team integrate plan recommendations into their work.
