BIRMINGHAM, AL (May 14, 2025) – The Downtown Oxnard Improvement Association (ODMD) announces a strategic partnership with Downtown Strategies, a division of Retail Strategies specializing in downtown revitalization, to accelerate commercial development initiatives in downtown Oxnard. This collaboration, jointly funded by ODMD and the City of Oxnard through allocated ARPA dollars, will build upon recent momentum in residential development and expand commercial opportunities in the area.
“As the leading advocate for downtown, we work in partnership with business and government to identify needs, develop strategies, shape public policy and implement programs to strengthen the economic vitality of downtown Oxnard,” said Abel Magana, Executive Director of ODMD. “This partnership with Downtown Strategies will provide us with expert guidance and resources to fulfill our mission of enhancing downtown Oxnard as the historic and cultural heart of our community. The recent surge in residential development creates a perfect opportunity to focus on complementary commercial growth.”
The initiative comes at a strategic time as downtown Oxnard has experienced significant momentum in residential development, creating increased demand for retail, dining, and service businesses to serve the growing population.
“Bringing in a third-party downtown expert will help city leadership overcome hurdles in advancing their downtown,” said Jessica Bohlen, Director of Community Partnerships at Retail Strategies. “Our team will provide fresh perspectives and data-driven insights that complement the excellent work already being done by local leadership. This partnership will help identify specific opportunities and create actionable strategies that align with Oxnard’s unique character and market position.”
Through this partnership, Downtown Strategies will conduct comprehensive market analysis and work collaboratively with local stakeholders to develop a strategic plan for downtown revitalization and development. Downtown Strategies will host a stakeholder input session tentatively set for June to gather feedback from downtown constituents and community stakeholders. The initiative will focus on policy, vibrancy, public space activation, and creating economic development opportunities that enhance downtown Oxnard’s appeal as a destination for residents and visitors alike.
