How a Downtown Action Plan Helped One Main Street Director Turn Uncertainty into Momentum

When You’re Wearing Every Hat, Direction Matters

For many Main Street and downtown managers, the challenge isn’t a lack of ideas—it’s knowing where to start.

New leaders often inherit long project lists, limited resources, board turnover, stakeholder frustrations, and competing priorities. Without a clear roadmap, it can feel impossible to determine which projects deserve attention first.

That was the reality facing Amanda Sewell, Main Street Director for the City of Huntsville, Texas.

When Amanda stepped into her role, the program was experiencing a significant transition. Frequent turnover among Main Street managers had created uncertainty, eroded trust among downtown stakeholders, and left the organization without a clear direction for moving forward.

“There was no guidance,” Amanda explained. “The program was really failing.”

Like many communities, there was concern that any outside consultant would simply identify problems everyone already knew existed. Instead, Huntsville found something different: a practical action plan built around implementation.

Moving from Problems to Action

One of the biggest concerns for Amanda and her board was investing in another planning effort that would result in a document that would sit on a shelf.

What they received was a roadmap filled with practical, achievable actions.

“It wasn’t just, ‘Here’s your problems,'” Amanda said. “These were actionable items. These were things that we actually could implement.”

Rather than creating an overwhelming list of major projects, the plan focused on manageable steps that could be tackled immediately. That approach gave the organization confidence to start making progress right away.

When the final plan was presented, Amanda’s team reviewed it carefully and identified initiatives they could begin implementing immediately.

The result?

  • Clear priorities for the year ahead
  • A framework for budgeting and goal setting
  • Support for Main Street accreditation efforts
  • Greater confidence in decision-making
  • Reduced uncertainty about where to focus limited time and resources

For downtown managers juggling multiple responsibilities, having a roadmap can remove the guesswork and make every hour more productive.

Giving Boards a Purpose

A strong downtown organization requires more than staff leadership. It requires engaged board members who understand their role and feel connected to the mission.

Before the action planning process, Amanda described her board as largely serving as a figurehead.

“They don’t want to be figureheads,” she said. “They want to have a purpose.”

The action plan gave board members a shared vision and clear responsibilities. As they began reviewing the recommendations and participating in implementation efforts, they became more invested in the program’s success.

Instead of simply attending meetings, board members began advocating for downtown initiatives and taking ownership of projects.

That renewed engagement created momentum across the entire organization.

Small Projects Can Create Big Change

One of the most successful outcomes of Huntsville’s action plan was the community’s Vibrancy Grant Program.

The initiative focused on helping property owners and businesses make visible improvements that residents could see and experience.

The results were immediate.

Huntsville increased available grant funding from USD 5,000 to USD 20,000 and doubled the per-project amount from USD 1,000 to USD 2,000 through a matching-grant structure.

Those improvements sparked projects that may not have happened otherwise and generated positive feedback throughout the community.

“People are proud of their downtown,” Amanda shared.

The experience reinforced an important lesson for community leaders: meaningful change doesn’t always require a massive capital project.

Small, visible improvements often build confidence, encourage participation, and create momentum for larger investments down the road.

The Value of a Clear Roadmap

One of the most common challenges Main Street directors face is prioritization.

There is never a shortage of opportunities, ideas, or needs. The challenge is determining which projects will create the greatest impact and when they should happen.

Amanda believes that having a clear action plan changed everything.

“A lot of Main Street managers are going to be in the same shoes as me,” she said. “What do I tackle first?”

The plan helped answer that question.

Instead of wondering what should happen next, she had a framework that guided decision-making, budgeting, board engagement, and implementation.

“It makes your time much more efficient,” Amanda explained.

Building Confidence Through Planning

Beyond the projects and programs, perhaps the most meaningful outcome was personal.

As a hometown advocate, Amanda wanted to make a lasting impact on the community she cares deeply about. The action planning process gave her the confidence to lead without constantly second-guessing her decisions.

“Our downtown action plan has actually given me the confidence to step up and become a leader downtown,” she said.

That confidence is something many downtown professionals need.

Leading revitalization efforts can feel overwhelming. Community expectations are high, resources are often limited, and progress rarely happens overnight.

Having a roadmap and a partner to help guide the process can make all the difference.

The Takeaway for Downtown Leaders

Amanda’s advice to other Main Street managers is simple:

Don’t be intimidated by the process.

You don’t need one massive project to transform your downtown. You don’t need unlimited resources. And you don’t need to have all the answers before you begin.

What you need is a clear direction.

As Huntsville’s experience demonstrates, small, intentional improvements can build momentum, create community pride, strengthen stakeholder engagement, and position your downtown for long-term success.

Those small changes add up.

And over time, they can become something much bigger than you imagined.
